Abstract

The innovation policy guides the promotion of innovation in acceleration programs. This policy must be based on guidelines established according to Scientometric Indicators (CI), among other parameters. This research aimed to select ICs focused on innovation and analyze the performance of startups of the Growth Acceleration Program (PGA) of the Technological Park of Sorocaba (PTS) through the selected ICs. The methodology applied was descriptive and exploratory. At first, the Oslo (MO) and Bogotá (MB) Manuals were selected as CI guidelines, guiding the collection and interpretation of data on innovation. The investigation took place in two stages: In the first, the MO guidelines for developed countries were guiding; in the second, the MB guidelines were adopted, which were inspired by the MO and adapted for developing countries. Through the CI, it was identified that the PGA contributed to improving the startups' business model. Still, the startups had difficulties defining their innovation objectives following the MO. Therefore, it is recommended that the guidelines used in this investigation be used in acceleration programs to create parameters to evaluate the performance of startups with a view to their innovation goals.
